Casey served as the lead public advocate, government affairs strategist, and external voice behind a transformative new vision for downtown Chapel Hill: a 380,000+ square-foot life sciences campus intentionally designed to integrate advanced research laboratories, modern office space, and active street-level retail into the existing community fabric. Conceived as a civic asset as much as a development, the project redefined how science, commerce, and public space could coexist - anchored by an urban pocket park and plaza, fully ADA-compliant pedestrian and bicycle connections, discreet underground parking, and thoughtfully integrated service and loading areas that preserved the walkability and character of downtown.

Delivering this vision required sustained advocacy and political leadership. Casey led the public affairs strategy at every stage of the entitlement process, positioning the project as a driver of local economic growth, workforce development, and long-term tax base expansion. Through deliberate public-private partnership building, Casey aligned municipal leadership, planning staff, business owners, institutional partners, and neighborhood stakeholders around a shared economic and community-first narrative - bridging often competing priorities through transparency, data-driven messaging, and trust-building.

As the project’s chief spokesperson, Casey presented and testified before numerous community groups, the Planning Commission, and the Town Council, navigating a highly scrutinized and public approval process. Casey’s hands-on lobbying and advocacy helped advance critical zoning modifications and increased height allowances essential to the project’s viability. These efforts culminated in a unanimous 8–0 recommendation from the Planning Commission and a decisive 7–1 Town Council vote - an outcome that reflected both policy alignment and broad public support.

In parallel, Casey led the project’s media relations strategy, proactively shaping public perception and building positive momentum well before key votes were taken. By engaging local and regional media, developing clear and accessible messaging, and positioning project leaders as trusted community partners, Casey helped move the narrative from skepticism to opportunity. Earned media coverage reinforced the project’s economic and civic benefits, amplified community voices in support, and ensured decision-makers operated within a well-informed and constructive public dialogue.

Through disciplined advocacy, strategic communications, and coalition-driven lobbying, Casey demonstrated how effective public affairs leadership can turn complex, controversial development initiatives into broadly supported civic investments - advancing economic vitality while honoring community values.
