T-Mobile | Lumos Fiber Joint Venture
Project Type
Financial Communications
Date
Q1 2025
As Head of Corporate Communications at Lumos Fiber, Casey was brought in to lead communications during one of the most consequential moments in the company’s history: the formation and execution of a $950 million, 50/50 joint venture between T-Mobile and global investment firm EQT Group. The transaction represented a transformational opportunity for Lumos, but successfully bringing the partnership to close required more than traditional transaction communications. Angel was responsible for navigating a complex communications landscape spanning corporate stakeholders, financial audiences and policy makers whose understanding of the transaction was essential to its successful completion and the firm's rapid expansion thereafter.
Angel developed and executed the external communications strategy to clearly articulate the strategic rationale and broader significance of the partnership with key JV stakeholders. He positioned the transaction as more than an acquisition - framing it as a significant investment in American broadband infrastructure and an opportunity to accelerate fiber deployment, expand high-speed internet access and help create greater digital equality in underserved neighborhoods. His work translated a complex combination of telecommunications infrastructure, private capital and corporate strategy into a clear, compelling narrative that resonated with audiences well beyond the company itself.
The strategy supported the successful close of the joint venture on April 1, 2025, creating a new platform for the partners to dramatically expand fiber access. Under the partnership, Lumos would build and operate the underlying fiber network while T-Mobile would manage the customer-facing experience through T-Mobile Fiber. The transaction also established an ambitious foundation for growth, with an additional $500 million T-Mobile investment planned for 2027–2028 and a goal of reaching 3.5 million homes by the end of 2028. During Angel’s tenure, the business rapidly expanded its footprint from two states to 14, bringing high-speed fiber connectivity to communities across a dramatically larger service area.
