The 3.3-million-square-foot life sciences campus was envisioned as a fully integrated innovation district - one that balanced scientific advancement with community benefit, environmental stewardship, and long-term economic value. Far more than a collection of buildings, the master plan weaves together a 104-room hotel, a 14,000-square-foot amenity center, dedicated community conference space, and more than 47 acres of publicly accessible green space and trails. The design dramatically reimagines land use by reducing surface parking by 97 percent while increasing open space by 163 percent, setting a new standard for sustainable, people-centered development.

Realizing a project of this scale required disciplined leadership in advocacy and the ability to align public and private interests around a shared vision. Casey played a central role in shaping and executing a comprehensive outreach and engagement strategy across community groups, neighborhood leaders, and multiple levels of government along with various internal and external leaders. Through early listening, transparent dialogue, and strategic coalition-building, Casey helped establish trust, address concerns, and position the project as a long-term asset to the surrounding community and region.

In parallel, Casey led the public affairs and lobbying effort to guide the project through a complex entitlement and approval process. By coordinating closely with planning staff, elected officials, and regulatory bodies, Casey translated community priorities and economic benefits into a clear, compelling case for approval. This integrated approach resulted in unanimous 7–0 recommendations from both the Planning Commission and City Council, an outcome that reflected broad political alignment and increasing community support, and successfully advanced the project into CEQA review.

The effort stands as a strong example of how effective advocacy, public-private partnership building, and results-driven lobbying can unlock consensus, accelerate approvals, and move transformational developments forward - delivering both economic impact and meaningful community value at scale.
